The costs of homeownership can add up and become significant, especially for citizens living in their golden years on a fixed income.

Recent research found that about 33% of owner-occupied homes in the greater Philadelphia area need an average of $3,578 in-home repairs.  This can be a significant cost for anyone. The good news is that the city of Philadelphia helps senior homeowners with some home repair costs. There are several programs seniors can contact to help with home repairs. Some offer free repairs and others help offset the total cost.

Repair Help Programs for Seniors In Philadelphia

Restore Repair and Renew

The Restore, Repair, and Renew program is an initiative program of the city that is administered by a group of participating lenders. This program offers residents low-interest loans to help with the cost of repairs in their homes. There is a list of eligible improvements including HVAC system repairs and replacement, mold and lead treatments, and electrical repairs.

Applicants need to have a score of 580 on their credit to qualify. They also need homeowners insurance and no L and I violations. Properties need to be up to date with utility bills and property taxes.

Basic Systems Repair

The Basic Systems Repair program is set up by the PHDC. This program provides emergency repairs for roofing, heating, plumbing, and electrical problems. Homeowners are able to apply online, by phone, or by mail. Proof that emergency help is needed must be provided along with some basic personal information.

Heater Hotline

The Heater Hotline service provides free preventative maintenance for home heaters as well as heater cleanouts. It is good to note that cleanouts are only available in the spring and summer. The heater hotline can be reached at (215) 568-7190. Some of the repairs provided include gas valves, oil burners, chimneys, thermostats, and other heating-related home parts. This program is available to single-family homeowners with an income level below 150% of the federal poverty level.

Senior Housing Assistance Repair Program (SHARP)

SHARP is a program introduced by the Philadelphia Corporation of Aging to help low-income seniors with minor home repairs and needed modifications to help with aging in place. These projects can include installing intercoms, railing, and grab bars. It can also help with the repair of electrical fixtures, toilets, leaky faucets, and the replacement of wooden basement steps.

To receive help with repairs a homeowner must agree to a home evaluation from the PCA. Inspections are conducted before and after work is done to ensure that repairs meet permit standards and the homeowner’s standards. To receive free services homeowners must not make more than 200% of the federal poverty level. Homeowners who have more income can receive a reduced rate for repairs.

It is not only beneficial to keep a home in great condition for the usability of a home, but to help the home retain its highest possible value.
